Sir: I have received your despatch of the 25th of November, No. 818. The tone of the British and French press justifies your observation that every effort is made by our enemies abroad to counteract the legitimate moral effect of the presidential election. Chief among such efforts is the studied representation that our military campaign is unsuccessful and desperate. Happily a very full correction of this misstatement is already on its way across the Atlantic.
