Sir: I have the honor to acknowledge the receipt of your communication of the 5ih instant, relative to the alleged improper seizure of cotton belonging to Mr. James Stewart, and, in reply, to inform you that I have transmitted a copy thereof to the Secretary of the Treasury, who has been requested to investigate the claim, with a view to the adoption of such proceedings as the result may call for.
