Sir: I have the honor to acknowledge the receipt of your note of the 28th ultimo, in relation to. the proposed temporary increase of the observing force of the United States on the American lakes, and in reply to inform you that I have transmitted a copy of the correspondence on the subject to Mr. Adams, the minister [Page 740] of the United States at London, who has been requested to make explanations to Earl Russell, which it is not doubted will prove satisfactory to her Majesty’s government.
