Sir: I have to acknowledge the receipt of your despatch of the 16th of September, [Page 323] No. 785, relating to the action of the civil authorities at Dover, in the case of the three men who deserted from the United States ship Iroquois, at the above-named port, on the 13th ultimo. Your proceedings in the matter are approved. I shall reserve the subject for consideration.
