Sir: I have to acknowledge the receipt of your despatch of the 2d of Sep tember, transmitting a copy of a note of the 20th of July last, addressed to you by our consul at Cape Town, communicating the facts in regard to the non-restoration of the Tuscaloosa to her rightful owners. It seems necessary to inform her Britannic Majesty’s government that this government is unable to acquiesce in the disposition of the subject which that government has made.
