My Lord: I have the honor to acknowledge the receipt of your note of the 15th instant, and to thank you for the extract from a dispatch from her Majesty’s consul at San Francisco which accompanied it, in answer to a telegram by which you directed him to communicate with the governor of Vancouver’s island respecting the reports that vessels were being fitted out in that colony to cruise against American commerce.
