Lord Lyons to Mr. Seward.

Sir: I did not fail to communicate to her Majesty’s government the note which you did me the honor to address to me on the 19th of February last [Page 572] respecting the inducements held out to the seamen of the captured vessel Sunbeam to enter the service of the United States. Her Majesty’s government have carefully considered the contents of that note, but they are unable to alter the opinion which they expressed with regard to your note to Mr. Stuart of the 12th November last, and which was conveyed to you, by their order, in my note of the 17th February last.
