My Lord: I have the honor to acknowledge the receipt of your note of the 4th instant, relative to the circumstances under which the United States ship [Page 509] Tuscarora recently exercised the belligerent right of visit, in the case of the British merchant vessel Thistle, and to inform you that a copy of it has been communicated to the Secretary of the Navy.
