Sir: In accordance with your directions
contained in No. 553, of the 17th of April, I have addressed a note to
Lord Russell asking the attention of her Majesty’s government to the
adoption of the measure contained in the act of Congress of the 3d of
March, 1863, facilitating the taking of testimony, and suggesting
co-operation.
A copy of that note is herewith transmitted.

My Lord: I have the honor to submit to
your consideration copies of certain papers which have been
transmitted to me from my government, showing the progress made
in the United States in an attempt to establish greater
facilities in the taking of testimony to be used in foreign
countries in cases in which governments may be interested. As
this would seem to be an object of international concern by
reason of the conveniences that may thus be reciprocally
afforded, I am directed to solicit the favorable attention of
her Majesty’s government to the subject.
I pray your lordship to accept the assurances of the highest
consideration with which I have the honor to be, my lord, your
