Legislation
The Norwegian Freedom of Information Act governs the availability of documents at the National Archives. Foreign Ministry documents under 60 years old may remain restricted if the government believes they could compromise national security. Generally, however, restricted documents are automatically declassified after 30 years unless the creating agency actively keeps it classified. Researchers have the right to request access to confidential files.

Researchers may appear at the archives in person, but it is recommended that they write the archive ahead of time, outlining their proposed research.
