SUBJECT: Review of U.S. Security Policy Toward the Korean Peninsula: NSSM 226

NSSM 226 of May 27, 1975 called for a review of U.S. policy toward the Korean Peninsula. The NSSM response was delayed pending the broad review of U.S. interests and security objectives in the Asia-Pacific area (NSSM 235), which has now been completed.

The NSC Interdepartmental Group for East Asia should now resume work on NSSM 226, focusing on the question of the U.S. security role in the Republic of Korea over the next three to five years. The review should concentrate on the following specific issues:

  • — the level of U.S. military presence in Korea.
  • — the extent of military assistance to the ROK.
  • — U.S. policy on ROK military self-sufficiency, including advanced weapons and technology transfers.
  • — operational control of U.S., Korean and other U.N. forces to include alternatives to the present U.N. Command structure.

The NSSM response should be submitted to the Assistant to the President for National Security Affairs no later than June 10.
