56. Editorial Note

In a meeting on April 6, Secretary Rusk and Lord Home briefly discussed the Congo. Swihart’s memorandum of the conversation reads in part as follows:

“The Secretary thought we ought to ask Hammarskjöld what UN policy is and ought to be in the Congo. He will respond probably that he can’t tell us. We might then help him to work out a policy. Lord Home thought this was a good idea and that we should ask the Secretary General to clarify his objectives. Sir Frederick thought we ought also to give indications what the UN should not be prepared to do. The Secretary suggested that Sir Patrick Dean and Ambassador Stevenson go to see Hammarskjöld jointly and put the question to him. It would be useful for Hammarskjöld to think this one through.” (Department of State, Conference Files: Lot 65 D 366)
