Number 649, Personal and Top Secret from the President for the Prime Minister.

Your 822.2 I am sending you in a message to follow a copy of a message I have just sent to Uncle Joe on the subject of our next meeting.3 It does not seem to me that the French Provisional Government should take part in our next conference as such a debating society would confuse our essential issues. The three of us can discuss the questions you raise in regard to turning over parts of Germany to [Page 17] France after the collapse of Naziism and the further problems of helping to build up a strong France.4

... I shall be glad to have your views about the time and place of our next meeting.
