7304. Embassy understands Foreign Office position unchanged by French proposals (re Paris 525, July 18 to London1) British still unwilling proceed prior conclusion Big Three Meeting. Should meeting end in time, and result in concurrence Soviet request as is expected, British will make counter-proposal Tangier Conference to open August 6 instead August 3.
