President Wilson to the Secretary of State

My Dear Mr. Secretary: This communication36 concerns matters unhappily accumulating with which I confess I do not know how to deal. It occurs to me that it might be wise for you to call the attention of Baron Sonnino, now that he is in Paris, to these particular statements, and then as a next step confer with the representatives of others whom he may think are involved.
