The French Ambassador to the United States ( Jusserand ) to the Secretary of State
My Dear Mr. Secretary: The Serbian Minister here has notified to my Govt that a Delegation of the National Council at Agram, representing the Serbian, Croatian and Slovene countries, of former [Page 346] Austria-Hungary, have proclaimed the union of the said countries with the realm of Serbia; which the Regent thereof has assented far.
A Montenegrin delegation has also notified to the same Regent the deposition of King Nicholas and his dynasty, and proclaimed the union of their country with Serbia; which has, in the same way, been accepted. A unique Govt for all has been formed on Dec. 21.
My Govt is willing to recognise the new State, if the Amn, British and Italian Govts are desirous to do the same. I am asked therefore to inquire what are your intentions.
In case the 4 Govts were not in complete agreement, the best wd of course be to let the peace conference decide.
