The Acting Secretary of State to the General Receiver.

This Government stated to German Ambassador in July last that its intention was to cause the General Receiver to designate Monrovia as residence of German Receiver. Nothing was said as to duration of such designation. The French Government now asks that receivers be successively assigned for fixed periods to Monrovia, the receiver at which place is to assume the duties of General Receiver when the latter is absent. This seems equitable, and the subject of [Page 674] giving the German Receiver the first term at Monrovia can probably be worked out in due course through consultation of the four Governments with the Government of Liberia. This must be discreetly handled and should be arranged after you have been some time at Monrovia and the whole arrangement and the receivership has been installed.
