Sir: I have the honor to transmit herewith copy and translation of a note verbale received yesterday from the Sublime Porte, asking the assistance of the United States Government in securing from the Government of Haiti licenses to vendors of Ottoman nationality residing in the Island of Haiti.

The Ministry for Foreign Affairs to the American Embassy.

The Imperial Ministry for Foreign Affairs is informed that the Haitian Government raises great difficulties in the matter of the renewal of licenses to retail merchants of foreign, and particularly of Ottoman, nationality.

As the Representative of the French Republic has already taken steps towards removing these difficulties, the Imperial Ministry will be obliged to the Embassy of the United States of America if it will kindly use its good offices with its Government to the end that the Representative of the United States in Haiti may be invited to join in these steps.
