The American Minister to Salvador to the Secretary of State.

[Telegram.—Paraphrase.]

The President of Salvador has requested me to telegraph the Department that in consequence of Estrada Cabrera’s increased military activities along the frontier the situation is becoming graver every day and that an invasion of Salvador from Guatemala and an outbreak of hostilities may be looked for at any time. The Minister for Foreign Affairs has just informed me that the Government of Salvador is in receipt of telegrams saying that every person desiring to cross into Guatemala from Salvador is turned back by order of the President of Guatemala; that Baron von Merck, accompanied by an aide-de-camp, who are officers on the staff of the President of Guatemala, have just crossed the frontier en route to this city bearing an important communication from Estrada Cabrera to President Araujo.
