Sir: Your dispatch No. 119, of the 2d of August last, has been received. Its subject is the mediation of Colombia in the war of Peru and Bolivia [Page 319] against Chili, for which purpose it appears that Don Pablo Arosemena, an eminent citizen of Colombia, has been dispatched to the belligerent countries. It is gratifying to learn that Colombia has seen indications that the interposition of a neutral American power might tend to bring about a cessation of hostilities, and has shaped her course accordingly. You may assure the administration of that republic that this government has a desire to do everything which may be practicable, likely to accomplish that result. We have bestowed close attention to the progress of the war, with the wish to interpose our good offices in favor of peace. Thus far, however, no evidence has been seen that such interposition would be useful.

The confidence shown in this government by the note on this subject of the 6th of July last, addressed to you by Don Luis Cárlos Rico, the minister for foreign affairs, is appreciated. A continuation of that confidence is desired, especially in imparting any information which that government may receive to the effect that the belligerents would look with favor on the aid of the United States in bringing about a peace.
