239. Editorial note

On November 16, 1976, the Ford Administration approved the grant of $400,000 in communications equipment and training for the Government of Sudan. The Sudanese Government had requested the grant for equipment and training to combat terrorism, counter foreign plots against the country, and improve its international communications abilities. The proposal was considered by the Operations Advisory Group on November 8, which unanimously recommended it to President Ford, who signed the finding.
