SUBJECT:

  • Position of Key Countries on the Non-Proliferation Treaty

In connection with the President’s decision to go forward with U.S. ratification of the Non-Proliferation Treaty, he has directed that a study be prepared reviewing the positions of key countries on the treaty and the alternate courses of action available to the U.S. to influence the decisions of these key countries to sign or ratify the treaty.

The President directed that the study be prepared by an NSC Ad Hoc Group, under the chairmanship of a representative of the Secretary of State, with representatives of the Director of the Arms Control and Disarmament Agency, the Director of Central Intelligence, and the Assistant to the President for National Security Affairs.

The study should be forwarded to the National Security Council Review Group by March 3, 1969.
