CW 3004.1 Under Secretary McGhee called in UK Amb Ormsby Gore Dec 12, gave him aide-memoire2 stating: USG concerned Cyprus trends, has decided expand its role there, hopes cooperate fully with HMG, GOG and GOT; USG working out expanded aid program emphasizing water development, hopes HMG can also increase effort, e.g. in electricity project; USG intends affirm active support London–Zurich agreements to GOG and GOT and urge them continue urge prudence and moderation on respective Cypriot communities.
