291. Telegram From the Central Intelligence Agency Station in Saigon to the Agency1

Colonel Conein spoke with General Tran Thien Khiem approximately 1245 hours local and reviewed points contained [document number not declassified] (IN 06507).2

General Khiem replied as follows:
a.
Generals were in accord with points expressed. Pleased to know US position.
b.
These points should not be raised with General Tran Van Don at this time since Nhu has certain officers on General Don’s staff and might become aware of this from them.
c.
Colonel Conein should stand by for later pickup by jeep by an officer sent by General Khiem. This jeep will take Colonel Conein to immediate future meeting with General Duong Van Minh.
d.
General Khiem concurred in contact with General Khanh by [less than 1 line not declassified] on these points and stated that he would inform General Khanh by secure means available to him that he is aware of [less than 1 line not declassified] mission and in agreement with it.
