508. 1. London for Edwin W. Martin. You should write Ambassador Wang soonest through usual Geneva channel stating Ambassador Jacob D. Beam designated United States representative to continue Ambassadorial talks and will be contacting him to discuss arrangements [Page 32] for resumption talks.1 Send copies letter to Ambassador Beam, Clough, and Department.

2. Warsaw for Beam. After interval few days following receipt copy Martin letter contact Wang to confirm your designation as new United States representative. In talking to him speak in terms our assumption talks will henceforth be conducted Warsaw. Report his attitude this point and any proposal he makes re date first meeting. Department considers meeting not feasible before second week August at earliest in view time needed make space arrangements, prepare necessary instructions, for you, and permit advisor Clough and interpreter Dexter plan travel from Bern and Geneva. Would welcome your comments.

3. Geneva for Dexter. Take no action on Clough letter June 27.

(Ibid., 611.93/7–1858) Telegram 73 to Geneva, July 21, instructed Dexter to amend the letter to include a reference to previous correspondence on the subject “so that it will appear as normal resumption correspondence and not permit unfortunate impression we bowing to Chinese Communist demand for renewal talks.” (Ibid., 611.93/7–2158) After further telegraphic exchanges, Martin sent to Geneva a revised letter for Wang, dated July 28 and delivered that day to the Chinese Consulate General.
