On March 17, Rockwell sent Rountree a memorandum outlining four stages for relaxing restrictions on economic and cultural relations with the UAR, and asking for approval to implement the measures in Stage I immediately. (Ibid., 811.0086B/3–1758)

On April 5, Rountree sent a memorandum to Dulles outlining the plan described in telegram 2602 ( supra ) and summarizing Hare’s reaction to it in telegram 2571 (see footnote 3, supra ). Rountree proposed that the British be consulted, that Stage I be implemented immediately, and that Hare be instructed to approach Nasser as he had suggested. Dulles approved all these recommendations.
