Editorial Note
On February 29 the Central Intelligence Agency circulated advance copies of Special Estimate 22, “Consequences of Certain Possible US Courses of Action With Respect to Indochina, Burma, or Thailand”, apparently with the intention of insuring distribution before the NSC meeting to be held March 5. The Department of State file copy is marked for the use of the Secretary of State. A regular distribution of SE-22, with text unchanged, was made on March 4.
