1640. For Lodge from Secretary. Believe your proposal a constructive one and that in connection with dealing with this matter non-member participation, we should make it clear beyond a doubt that on assumption Charter Review Conference is held, we will there propose to remove veto from membership, so that present move only an interim measure which will force hand of Soviet at Review Conference.1
