- Embassy passed to Foreign Office morning twelfth substance reference telegram. Foreign Office expressed gratification this problem satisfactorily resolved.

- In effort avoid diverging interpretations of agreed US-UK Chinese representation formula, Foreign Office is supplying background guidance reliable press here that (a) formula merely takes care of problem to end present calendar year, (b) UK free to review problem next year in light circumstances then obtaining, (c) formula does not mean UK will press for admission ChiCom’s into UN next year, but (d) formula does keep situation fluid.

- Foreign Office briefing friendly nations, through their London missions, in above sense, Australia, New Zealand, Canada, South Africa, and France informed fourteenth, and Belgium and Holland will probably be informed today.
