993. Department pass USUN 10; Deptel 1235, September 5. Foreign Office hesitates concur Secretary’s suggestion re Chinese representation UN, pointing out new GA ruling has never been tested. If, for example, GA did fix December closing date, there would be nothing prevent GA on closing date issue new ruling it would merely adjourn and resume after Christmas recess. If, on other hand, Foreign Office could be assured firm closing date December, it would go along.1

Foreign Office plans telegraph USUN in above sense this afternoon.
