Editorial Note

On March 5, Four-Power Exploratory Talks began at Paris in an attempt to agree on an agenda for a possible Foreign Ministers meeting. One of the points of contention concerned the revision of the Treaty of Peace with Italy: would it be discussed at all, and, if so, in what context. For documentation on these talks, see volume III, Part 1, pages 1086 ff.

In preparation for these meetings, a policy review paper was drafted by Joseph N. Greene concerning the Treaty of Peace with Italy. This paper, identified as RPTS D–3/10 of March 3, concerned how the United States could counter Soviet allegations of violations of the Peace Treaty. A copy of the paper is in CFM files, lot M–88, box 157, RPTS series.
