“Suggest Dept advise Embassy Quito niact that SC meeting will be held 3:00 p. m. EST Sept 27, Wednesday, at which vote will probably be taken on Soviet proposal invite Peiping Rep appear on Formosa complaint. Quevedo advises USUN he is under instruction to vote in favor. Since his vote may tip scales against us this issue, Dept may wish Embassy discuss matter at once with FonOff with view change Quevedo’s instruction. Austin”
