The Department leaves to your discretion the matter of making an informal oral approach in regard to political prisoners in Sinkiang as described in your despatch no. 58 of January 6, but suggests that, if you decide to make the approach, you may wish first to obtain the latest information on the subject from our Consul at Tihwa.
