2805. American interests, Japanese occupied territories. Legation’s 3672, August 8.52 Legation Tokyo telegraphs:
“Renewed efforts with Japanese Government obtain authorization visit POW civilian internment camps.
In reply Japanese authorities confirmed decision July 30, 1942 (Legation’s 3672, August 8). Stated Japanese Government not disposed permit visits POW civilian internees camps Philippines, Hong Kong, Malaya, Netherlands Indies, namely all territories occupied Japanese forces except Shanghai.”53
