1578. The Moscow press on October 8th announced the publication of a decree99 of the Council of People’s Commissars of the USSR establishing a Council for Affairs of the Orthodox Church in the Council of People’s Commissars for liaison between the Soviet Government and the patriarch of Moscow and all the Russias on questions concerning the Orthodox Church which require decisions of the Soviet Government. G. G. Karpov has been appointed President of the new Council.
