41. From Daniels.2 Does the Department desire any action to be taken with respect to the modus vivendi which is due to expire next May 11? If the trade agreement is signed by that date obviously no action is necessary but this is beginning to appear doubtful. Neither the Foreign Office nor I have raised this question as yet. [Daniels.]
