Memorandum of Conversation, by the Chief of the Division of European Affairs (Moffat)

In the course of a conversation this morning Mr. Hoyer Millar22 told me that according to a report from the British Minister at Panama, [Page 29] the German Minister had asked for permission to have a German delegation present at the conference as “observers”. The Panamanian Minister of Foreign Affairs declined the suggestion.
