The Ambassador in Venezuela (Corrigan) to the Secretary of State

95. Department’s rush circular September 6, 6 p.m. The Foreign Minister is unconvinced of the need of holding a conference at this time particularly without adequate preparation but informs me that [Page 23] Venezuela will participate and that the Venezuelan Minister to Panama will probably be named as representative. He expressed the view that holding a conference so soon after the outbreak of war may prejudice future efforts at concerted action if a real emergency should develop. He has no observations whatever to make with respect to the proposed agenda.
