Memorandum by the Secretary of State

The Canadian Minister called ostensibly to convey a message of greeting from the Prime Minister of Canada.4 He proceeded to say that an announcement of the proposed trade agreement negotiations between his Government and this Government would be made on Monday next, and that it might or might not be necessary to make public the correspondence between the two governments on this question, in view of the political or other exigencies. He then said that, speaking entirely apart from official or other considerations, the new trade proposal of the Prime Minister, along with certain other new proposals, was greatly and favorably affecting public opinion back in the direction of the Prime Minister and his Government.
