The Chargé in Estonia (Carlson) to the Secretary of State

5. Referring to Legation’s telegram No. 3 of February 27,21 the Ministry for Foreign Affairs has just handed me a note, dated May 21,21 which after reciting the provisions of article No. 29 of the Treaty of Friendship Commerce and Consular Rights between the United States and Estonia under which this treaty may be modified or terminated on May 22, 1936, proceeds as follows:

“With reference to this stipulation the Ministry for Foreign Affairs has the honor to ask the American Legation to kindly convey to the notice of its government that the Estonian Government would like to see this treaty modified from the said date of May 22, 1936, onwards.”

In the note the wish is expressed for the holding of the treaty revision negotiations at Tallinn and for the setting of the date for the opening of the negotiations.
