16. Your March 15, 11 a.m. Department approves discussion with Mr. Morrow, and, if you deem it advisable, with President Zayas, of scheme for examination and statement of national finances, and for new system of public accounting. It is believed that adequate accounting system should be specifically emphasized, pointing out that such system is necessary to enable both bankers and American Government to give proper consideration to question of permanent loan.
