If the corporation desires further representations, you will earnestly impress upon the President that Department would view with concern any action by the Costa Rican Government looking to the arbitrary cancellation of the contract or disregarding the provisions of Article 14 for the arbitration of disputes between the Government and the contractor. You will urge that this Government expects the American interests concerned to receive from the Costa Rican Government all of the rights both substantive and procedural to which the contract entitles them.
