Sir: I have the honor to acknowledge the receipt of the note of February 1, 1922, in which, on behalf of the Chinese Delegation, you were so good as to acquaint me that the conversations between the Chinese and Japanese Delegations on the Shantung question have resulted in complete accord.

It has given me much satisfaction to receive this welcome intelligence and I sincerely trust that the agreements which the two Delegations have reached will prove of lasting benefit to the two countries.

In extending to you, and through you to the other members of the Chinese Delegation, my congratulations on the successful conclusion of this arduous and delicate task, I beg leave to express my thanks to you for having communicated to me the substance of the terms agreed upon respecting the various issues involved in the matter in time to permit of my spreading them upon the record of the Fifth Plenary Session of the Conference on the Limitation of Armament.
