Department’s 31, April 7 [6], 6 [7] p.m.67 Advise Stevens of contents of Peking’s No. 118, March 25, 1 p.m., in case you have received it, otherwise Stevens will learn contents upon arrival at Harbin, and also of the desire of the British Government to avoid further expense in connection with the maintenance of the Technical Board. Ask him to discuss situation fully with Wang and others [Page 893] as he may think best, keeping in close touch with the Minister at Peking as well as yourself and to write the Department at length his considered views respecting future possibilities and American policy.
