The Ambassador in Argentina (Riddle) to the Secretary of State

Your no. 25, June 28, 6 p.m.63 Minister of the Interior and Procurador del Tesoro Lopez assured me today that they would favor granting permission to any American cable company to lay a cable to Brazil, and they felt sure that Argentine Government could have no objection; but that administrative measures to make this binding would probably require six weeks to two months although no congressional action is necessary. Lopez stated that in his opinion article 13 was a precarious concession64 for the reason that no term was specified and could therefore be rescinded by Congress, and that article 17 would not prove bar to the laying of a cable by any company.
