The Secretary of State to the Ambassador in Chile (Collier)

8. Your telegram no. 8, January 19, 10 p.m. Referring to the confidential note mentioned in the above telegram. In confidential interview the Chilean Ambassador has stated that he intends to suggest that it be changed by the elimination of references to conversations, etc., and that he will suggest substitute phraseology. His action is entirely voluntary. If the Government of Chile should [Page 457] care to withdraw the note referred to above, substituting for it another that covers the same points in another manner, the Department authorizes you to accept the substitution, but unless the Minister of Foreign Affairs indicates a desire to change his note do not mention this matter to him; should he do so, confine yourself to saying that you are authorized, as a result of conversations of the Chilean Ambassador with me, to accept the substitute note.
