1989. Department’s 1423. Foreign Office replies that military authorities unaware of any attack on Elfland on 21st. If any mistake [Page 1036] in identity were made it must be ascribed to exceptional difficulty of work of submarines and aeroplanes. They are minutely informed regarding markings and movements of commission’s ships. Government recommends that horizontal markings on deck of ships be erected. Copy note mailed Hague and commission.
