1866. Plan suggested in your 2135 of April 291 for conference regarding prisoners could not properly be initiated by this Government. In view of suggestion by German military authorities you may inquire whether the German Government desires the Government of the United States to take any action, and if so what action.
If plan outlined by you is requested, Department could not favor as practical assembling of American ambassadors.
