The Secretary of State to the Swedish Minister (Ekengren)

My dear Mr. Minister: I have been much gratified to receive your note of the 18th instant,1 enclosing a copy of a note addressed by the Swedish Government to the German,. British, French, and Russian. Governments, protesting against certain practices which have been adopted in the course of the present war and which interfere with the commercial intercourse between neutral powers contrary to the principles of international law.

Your Government’s note has been read with deep interest. The course pursued by the belligerents during the present war, in many instances in derogation of the rights of neutrals, provokes the deep concern of the Government of the United States.
