841. Our Embassy at Rome reports that British restrictions on shipping have caused great irritation in Italy and that it seems a Change in feeling is noticeable.1 we have seen evidences of this same irritation in taking with respresentatives of other neutral countries. You can unofficially make this known to the Foreign Office in support of the protests of American shippers. I have communicated the substance of this to the British Embassy here.
